Many school districts spend a lot of time consulting with their legal teams about what can and can't be blocked. I think parts of the guidelines are purposefully vague, and it's easier to make a blanket decision that cancels out everything than it is to go in and make exceptions here and there. In my end of the state there is a huge concern that any loosening up of the filters will violate eRate guidelines and cost us $600,000 in funding!
